Registration of child nutrition products. Food products, complementary feed dishes and complementary feed products
It is a well known fact that from the moment of birth the best nutrition for a newborn is mother’s milk. As the child grows up, his/her demand for vital nutrients is increasing, and the breast milk alone becomes insufficient to meet the demands. It can be compensated by introducing child nutrition to the baby’s diet. It has been established that the minimum age when it is possible to introduce the first supplementary feed products is four months. Before this age a baby is prepared only to absorb the breast milk and adapted infant formulas. Later, fermented milk products (child kefir, bio-kefir and yoghurt) as well as child herbal teas of industrial production containing medicinal herbs are instrumental in the baby’s diet.
Moreover, the timely introduction of complementary feed contributes to formation of the masticatory system and adequate gustatory habits.
The food products for child nutrition are specialized food products meant for child nutrition (for young children aged 0-3 years, preschool children aged 3-6 years, school children aged 6 years and older), meeting the respective physiological needs of a baby organism and not inflicting damage to the health of a child of the given age. Among child nutrition one should identify complementary feed products (juices, curd, egg yolks and others) and complementary feed dishes (fruit and vegetable puree, porridges: meat, meat & fish-vegetable, vegetable-meat and vegetable-fish puree and others).
Since July 1, 2010 the Certificate on state registration valid across the territory of the participating countries of the Customs union (EurAsEC) was introduced as an evidence of products’ safety. The registration of products, materials, substances and medicines shall be performed in accordance with the Agreement of the Customs union on sanitary measures and RF Government Decree dated 30.06.2004 No.322 “On approving the regulation on the Federal Service for Customer Rights and Human Welfare Protection”.
The Certificate on state registration shall confirm the conformity of the products for child nutrition to the technical regulation of the Customs union TR CU 021/2011 “On safety of food products” and shall be issued for the entire lifecycle of industrial manufacture of national products or import supplies. The Federal Service for Customer Rights and Human Welfare Protection (Rospotrebnadzor) and its territorial authorities shall issue Certificates on state registration.
The entire state registration process includes several stages:
- Expertise of the documents submitted for the purposes of state registration of products (in accordance with the type of products);
- Expertise of results of the conducted research and tests;
- Decision-making on issuance or refusal in issuing the Certificate on state registration
- In case of a positive decision on the issuance of the Certificate on state registration of products – entering information on the products and its manufacturer into the Register of products that have passed through the state registration;
- Issuance of the Certificate on state registration.
